RESOLUTION 1: Support and Enforcement of the Covenant of the Reston Association Design Review Board (DRB) and the Design Review Process

Adopted by the Coleson Cluster Association Board of Directors, April 1993.

The Coleson Cluster Association (CCA), representing its members, supports in principle and in practice the enforcement of the Covenants of the Reston Deed through the mechanism of The Reston Association Design Review Board (DRB) and design review process. The Association encourages all members to obtain the required prior DRB review of all changes to the exterior appearance of their properties. The DRB provides an important function to protect Coleson Cluster property values through the enforcement of covenant regulations related to upkeep, maintenance and changes.

The CCA, in recognition of the fact that the cluster has a unique appearance and style, establishes the following guidelines and policy for cluster standards.

1. Each homeowner shall maintain the exterior appearance of their home in a manner consistent with the general appearance of the cluster; including (but not limited to) upkeep of paint and trim, upkeep of shrubbery and grass, and freedom from accumulated clutter.

2. Paint colors shall be from the approved CCA palette.

3. Additions such as decks and patios shall be in keeping with the style, scope, scale, and architecture of the cluster.

4. Attachments to the exterior of homes, such as light fixtures, downspouts, rood edging, and utility wiring shall be unobtrusive and consistent with the cluster style and architecture.

5. Replacement of original fIxtures such as railings, door lights or house numbers may deviate from the original appearance; but shall be of a quality and style consistent with the contemporary styling of the cluster.

6. Major items such as large decks, fences of any kind, major landscaping features, or trees shall be designed so as to minimized impact on neighbors, particularly with respect to view and impact on natural lighting; and in general shall be kept to a minimum in scope and scale and consistent with the current appearance of the cluster.

The Secretary of the CCA shall forward a copy of this resolution to the DRB for its use in the design review process. Nothing in this resolution shall be construed as replacement for the existing DRB guidelines.
